[Winpcap-users] Stopping Wincap in Windows 8.1

How do I stop Wincap in Windows 8.1

I am trying to upgrade Nessus.  It's trying to update Wincap but  It can't
because it says an app is running it.  I can't find the app.  I uninstalled
Wincap but I still get the error when trying to re-install Wincap itself or
Nessus.

How can I stop Wincap so I can re-install.
