Well, yes, it might not defeat any raw packets hack in Singularity, or in Windows CE and OSes derived from it.  Other than that, I'm not sure what operating systems Microsoft offers that would have a "raw packets lock".  (They stopped offering any UN*X many years ago, when they sold Xenix to the Santa Cruz Operation, so there's no "Microsoft raw packets lock" to defeat with libpcap on any UN*X out there.)
