I would definitely try using a WinPcap based application. I wonder if the TCP/IP stack in Windows 7 drops a packet with a TTL = 0.

No, they are sent by a standard WinSock-based application.
If it matters, we could move to a WinPCap-based sender...

Just to confirm that it doesn't come from our (receiving) code (from our sending code maybe ?):
even the WinPCap 4.1.2 "UDPDump" provided example fails to retrieve these packets.
