I know this is an old thread, but for the sake of people arriving here
via a search engine ...
As part of Ostinato (http://ostinato.googlecode.com), I wrote a
command line application - bindconfig using the InetCfg APIs to
enable/disable bindings - I use it in Ostinato to provide "exclusive
control" of a port
bindconfig is open-source and available at http://bindconfig.googlecode.com
