Here is a suggestion hope this helps. When you generate packets with the
winpcap3.x run ethereal (wireshark latest version will try to install
winpcap4.x, get older version) and capture the packets in a .pcap file.
Later install the winpcap4.x and you should be able to play back the
.pcap file as needed with a simple send packet program.

The missing entry point is "PacketGetNetInfo". I've contacted nemesis' 
maintainer a few minutes ago, waiting for a reply.
