[Winpcap-users] bug? in winpcap development files 4.0.2

It's basically a bug in the devpack of WinPcap 4.0.x. That file should have 
never been included. The developer's pack for WinPcap 4.1beta 4 doesn't 
include it any more (together with other useless header files).
