At the bottom of the Winpcap install page[1], there is a link to 
'WinPcap for Windows CE'[2]. PacketCE.zip includes a sniffer app, in 
addition to the Winpcap library.

WiFiFoFum2[3] and Mini-Stumbler[4] may also be options, but the latter 
doesn't appear to be maintained.
