[Winpcap-users] can't locate the WinPcap library

After installing WinPcap using the WinPcap_3_1.exe executable

I get the error from Makefile.pl: 

Error:  WinPcap library not found.

Set the path to this library in Makefile.PL and run 'perl Makefile.PL'
again.

 

How do I know where the library is to correctly set the $WPCAP var in
Makefile.PL
