This is quite weird. Why shutting down the entire system? Couldn't you kill
the installer process (from the task manager)?

WinNT4/2000: go to \winnt\system32\ and delete packet.dll
WinXP/2003/Vista: go to \windows\system32\ and delete packet.dll
