[Winpcap-users] capture session could not be initiated

Hi I'm wondering if anyone can help me out , I have built ethereal on Cygwin for windows xp . I have installed the latest version of winpcap 3.1 

When I try to start a capture firstly it does not return any interfaces , then when I enter an interface it returns an error : 

The capture session could not be initiated (Error opening adapter:The system cannot find the file specified. 

is this a bug in the winpcap package I have tried installing winpcap 2.3 but I can't manage to build it.  

I appreciate any response
