[Winpcap-users] Full release of WinPcap 3.1?

Because libpcap (or, better, an extended version of it) is the public 
interface for WinPcap users, so we try to keep aligned with the Unix 
version at tcpdump.org.
Moreover, the new documentation that will be released together with 
WinPcap 3.1 is already updated to libpcap 0.9. Therefore, we wait for 
0.9 to be out.
