[pcap-ng-format] New DSB type for WireGuard

Hi,

I would like to allocate a new Decryption Secrets Block (DSB) type for
the WireGuard key log file format. See
https://github.com/pcapng/pcapng/pull/62

It will be used to enable decryption of WireGuard packet captures in
Wireshark without requiring an extra key log file. Tracking bug:

Proposed Wireshark patch: https://code.wireshark.org/review/33300
(A sample pcapng file is included in the test suite for that patch)
